What does this mean? I've seen it a lot...
Is it just used to imply the offending smacktard is high?
Or is Buli hitting the pipe and going on random kicking sprees?

No, it's another admin using this as a generic reason. AFAIK, Buli doesn't hit the pipe, althought it's been suggested that he should.
