I agree, did we really need 4 threads on the same topic. Stats or no stats this is still the best server I've played on.
I may be a little unclear about the explanation of the new admin system, but I dont get it...why give most the regulars level 1? The explanation given just doesn't make sense to me. Unless I am missing something, all I can see is that it prevents people from voting to kick/ignore you. Uh....was this ever a problem in the server? On Ecgn, I have never seen a regular successfully kicked or ignored by a vote. If it happens, it must be very very rare.
If the issue is to cut down on the callvotes and the annoying yellow letters that appear on the screen...giving a bunch of people immunity to votes, is not really going to solve that...the guy who called the vote can just pick on someone else without admin status, and everyone has to see those yellow letters again.
If the issue is that you guys take some sort of personal offense when people vote to kick you out....then that is pretty silly too.
In fact...why should people get immunity from being kicked? What if someone goes idle or lags out in a doorway. Late at night, when there are no admins and the population is low...what else can they do but kick? (Edit: I guess TK is an option)
I can think of three reasons to give more people level 1 protection:
1. People like the lame power of showing off their admin status to others
2. Gives more people the ability to do !listplayers (if lvl 1's can do this).
3. A way to motivate players to "play nice" in hopes that they are rewarded with a nice shiny level 1 status.

Nofx... to address a few of your points.
Recently Man-at-Arms completely changed the admin bot at the Beach. The old Shrub version was a headache and falling to pieces due mostly to upgrades in PB.
All players coming to the server can now do a !listplayers and !showbans, regardless of level.
Man-at-Arms incorporated the new tiered admin system as he's been using it on his servers for a long time and found it conducive to a quality style gaming community.
Personally I have seen a raise in the level of sportsmanship on the server. As dysfunctional a family as we may all be, it's nice to know we're all hanging out together and more or less on the same team.
Yes, a tard wanting to do vote-spamming can find a Level 0 player and call votes on them, but he/she will have a harder time doing it as roughly 400 people are regular players on the server. Immune players will be more likely to speak up against said tards as well, sharing the normal 'admin' responsability amongst all of us. Tards will realize they're not acting against one or two people, but a family of concerned players.
This system might not suit the lone-ranger kill 'em all and let God sort it out, but for the majority of players who go mostly to the Beach to hang out with a lot of people they know, it's a way of saying 'Hey, glad you're here, welcome to the family.'

the whole !stats thing, where people prove their worth is, what I believe, to be a valuable part of the game when not abused. it allows men to prove their worth on the most glorious of battlefields, and can prove to be a valuable incentive for people to play to their maximum performance, and of course the admin status? same deal, same deal...
Ah ok, as long as it lowers the tard ratio, I guess its all for the best.
On another note...did anyone find that one of the best reasons for the !stats bot was that it kept track of aliases, therefore kept people accountable for their actions and prevented alot smacktard behavior? Like people could not anonymously just come into the server under different names and act like an ass. You could look up pretty much everyone, including Wolfplayer and one letter names, if you knew what you were searching for. Also, it prevented name stealing, and made it easy to catch name stealers.
Its just a thought, and perhaps something to watch out for in the future.
