Ok guys, here's my first draft of rules for ECGN's RTCW thread. Feel free to comment on it and make suggestions.

RTCW Rules of Engagement
Racial names/slurs will not be tolerated. Period. Instant ban.
No team-killing on purpose with one exception: When a medic tk's a team-mate who is low on health. Also called a tk-revive. Not to be done for points or to achieve 'most health given', 'most revives' etc.
No team-bleeding on purpose. Please refrain from 'getting his attention' by bleeding someone. Even if it's a friend. Noobs see others doing it and think it must be ok for them too. Has to be a black and white issue, and that's the way the admins have to look at it.
No blocking. Ie, don't stand/crouch/lean in doorways, middle of trenches, middle of stair-wells etc. Keep the flow moving. ECGN's RTCW utilizes a 6 second spawn shield, meaning you can't be damaged for the first 6 seconds upon spawning. Use this time to get to the front lines asap, or at the least move out of the way of those trying to do this. To move someone blocking you, bind a key with +salute. ie, /bind x +salute Then just push 'x' when coming up to a blocker and they will be shoved out of the way. DON'T bleed/tk your way through blockers. Even if spawn shield is on. Again, noobs see people doing this (bullets shove people) then think it's ok for them to do at anytime. Has to be a black-and-white issue. You are allowed to block enemies.
Names. Have to be a 3 letter/character minimum. Characters have to be ones people can easily /m a message to. Duplicate names not allowed. Wolfplayer as a stand-alone name not allowed. Names have to be visible and not be coded in such a way as to make normal text-messages or console info to become messed up. Inapropriate names (too long to list) not allowed. Keep it decent for family viewing. Name scripts are not allowed.
Sloppy play. Excessive sloppy play (ie constantly fireing through team-mates to get at the enemy, constant low-neg scores, etc) will result in removal from the server.
No verbal abuse or excessive foul language.
Spamming. Use of excessive voice-chat or team-chat or global chat spamming not allowed. Make a request for a medic, ammo, backup, etc, once or twice.
Server Spamming. This refers to those who have been temp-banned from the server and then set their game to auto-connect to the server waiting for the countdown to finish. Uber annoying to those who didn't get temp-banned. Will result in ban.
Autosalute. Not to be used auto, or in such a manner that it adversely affects the movement of other players, either friend or foe, unless they are blockers. Can be used to 'trick-jump' walls, but has to be turned off IMMEDIATELY after the jump. Even if you're engaged by enemy fire. Not to be used during combat with other players to 'nudge' them or 'block' them from coming through a door after you. Bind it as above and use only to move a blocking friendly or feather it on to make a trick-jump.
Admin/server abuse. Not tolerated. If you're upset about an admin call/kick, bring it up politely and concisely either in game via /m name message or in the 'been banned' forums. Admins react a lot better when approached openly and honestly.
No vote spamming. It's only enabled as a last-ditch effort when no admins are around. If you have a problem with a player, pm an admin and voice your concerns. We try to look into things as fast as we can. On this note, don't waste admin time telling them someone is tk'ing, bleeding, etc when it's accidental.
No use of available methods to make your character disapear/stutter etc.
No advertising, either clan openings or servers. If you want someone to join your clan, send them a /m message in game, or pm through the forums.

admin rules?
maybe we need rules to spell out the admin roles also?
one suggestion, the admin and the server rules SHOULD NOT disrupt the game play. "Admins react a lot better when approached openly and honestly" which means that the groveling to the admins' ego is needed? the ECGN 24/7 is a great PLAYGROUND, for real, scuffles happen when kids get together. the world continues and all is fine. admin roles should be minimal. thanks!

The only rules needed, other than administrative details such as name length, are those of common sense.
No-one wants to sit around and call a committee meeting because someone has lagged out in the middle of the ducts or a doorway. Likewise if another ally is diffusing your dynamite at the start of a game. Killing the lagger/reprobate is in everyone's best interest.
Some of the worst offenders of blocking are the admins, allbeit unintentionally, who while typing away into their console are gibbed only to respawn in the bunker, no doubt ending up pushed into the doorway. Should everyone wait around until it's over?
Likewise with 'server spamming'. It doesn't take much common sense to realise that if someone has 60 seconds left on their ban and is trying to get back in, the 'problem' of server spamming will go away in 60 seconds. But by letting them back in early, only to reban them for 999999 seconds the situation is antagonised further as 20 seconds of server spamming turns into 5 minutes of server spamming.
A number of the complaints about admins concern legitimate bans, but also a recent number recent defy any common sense. Banning someone because they're offering people xanax ('I'm a physician and I have the authority to prescribe xanax. Since you do not you should not be allowed to play on this server. !ban') seems to me the most blatant abuse of administrative privileges, and it's abuses such as that which cause people to make fair complaints and it's also clear that there is no 'open and honest approach' which can deal with that kind of instance. However that does seem to be due to exceptional circumstances/parties and is not the norm.
So it seems to me that those should be considered guidelines rather than rules.

Good to finally see a list of rules, instead of leaving things up completely to personal admin discretions. Here are some areas I thought might need a bit of clarification:
Names: You say 3 letter/character min. What counts as 'characters' and do they have to be 3 consecutively? Are the following names valid: '597' or '...' or 'A B C' or ': )(' or "=============ABC"
Autosalute: Are you sure you are distinguishing between 'autosalute' and regular pushing? The two are very different things, and I'm a little unclear. So it is not ok to autosalute someone in combat, but it is ok to salute someone in combat?
"On this note, don't waste admin time telling them someone is tk'ing, bleeding, etc when it's accidental. "-Sloppy play is usually 'accidental'. If we are being repeatedly accidentally tk'ed (usually by a noob flamer/panzer), then is it a waste of time telling an admin? Just might to clarify that a little.
"No use of available methods to make your character disapear/stutter etc. " - How can you tell if they are doing it intentionally or not, and does it matter? Will you kick someone because they appear choppy because of their isp's fault?
What is the policy on people who stand in fwd bunker and snipe or give out ammo? Is it ok, as long as they don't block, or nobody complains?

What is the policy on banning people for 'respect'? I have seen people banned for saying VERY little. Things that nobody could possibly qualify as 'verbal abuse or excessive foul language', but more like an implied angry or sacrastic tone of voice.

I know it's part of the game and i've heard all the arguments, but excessive use of /kill is cheap as hell. Those who repetedly fire their no0b tubes, /kill, fire again, repeat i feel should be at least temp banned as well as the ones that /kill when they have very little health left in a 1vs1 battle. I know it's been discussed before (and is currently being discussed in that really really long thread), but maybe you guys should give it some consideration and rethink you're previous decision concerning the rule. At least restate that's it's okay to be used in gameplay so there won't be another misunderstanding that calls for an 8 page thread.

I don't have a problem with people giving out ammo as long as they are not disrupting the flow of people in and out. That is probably the admin's view on it too.

This is not needed at all. On this server, with how fast medics get their bar back, there is no reason to tk someone to revive them. The only time it would be useful is if the bar was set to it's normal speed.

Bad. This is just a way to get around not kicking people for /kill. How about you may be specced if you have a constant low score. If you are found to be killing too many teammates then you will be kicked. You may also want to define what sloppy play is exactly to the other admins. You cannot leave this up to their discretion as some have proven they cannot handle that responsibility.

Shit talking should be allowed. It is part of the game as long as it is not spamming.

Why bother, whoever set up the server set punkbuster to autokick at -20, so where is there a need to guarddog people with negative scores? (to flex ur o so mighty admin eMuscles?)constant low-neg scores

In my cfg, i have /bind mouse2 +salute...(bound just like u said) so its easy to get to, i personally like to shove people in a gunfight, as it throws them off balance and gives me the upperhand...how are u gonna differentiate between people that have auto salute on and people like me, who have it bound to an easily accessed place?Not to be used during combat with other players to 'nudge' them or 'block' them from coming through a door after you.
Finally, what happened to the policy of people getting kicked before banned?? i can't even recall the last time i saw a kick...nowadays, its all ban or tempban...power got to some of ur heads.?

Some good points.
Names have to comprise 3 letter/symbol minimum without spaces. Basically, if the name can be /m'd then it's ok. Reasoning behind this has to do with the admin bot and issuing commands to it. 3 letter string is needed. In the old days, with the old bot, certain symbol combinations would actualy crash the bot, which led to us getting really antsy about people using symbols in their name. Doesn't seem to be a prob these days, so symbols available on a standard keyboard layout are fine. Obviously the simpler the name, the easier it is for admins to pm a person. Frankly it's irritating as hell when I've got 5 dif't people pm'ing me and I'm trying to type /m */# blah blah.
Autosalute. I was unclear. Not alright to have autosalute on except to make the wall jump. Has to be turned off... etc. Not alright to use +salute in gunfights to push players around.

Yes we do spec for this when we note it's a problem over a period of time. Yes the low-neg kick is at -20 but if someone plays every day for 3 weeks and ends almost every match in the negatives, there's a problem. By all means if you're seeing repeat sloppy play, tell the admins in /m. That's what we're there for; we can't see everything. We need your input to help the server run more smoothly and enjoyably for everyone. I put in the proviso about not bothering admins about accidentals because we get a lot of trumped-up charges thrown at us from people who have a grudge against someone.
Stuttering/disappearing/constantly lag-hopping. Basically if someone is negatively affecting a fair-play environment due to a capatilized glitch or a constant ping problem then they need to be removed. Admins arn't there to be pyschic, they're there to asses a situation and judge whether it warrents intervention. This is a rare situation in my experience.
Forward bunker. Not to be used as a fire-base or it quickly devolves into a whole support crew. As for the ammo thing... I think we turn a blind eye to it until it becomes an issue, typically when the server is full'ish' with lots of noobs who then stand in the doorway waiting for a hand-out

Tk-revive. Actually, Aphid, I'm with you on this one. However, it's a norm in a lot of games and would just cause nightmares for admins trying to police it. Not worth the aggravation.
