anyone Know a good way to block diffrent instant msg services mainly MSN messeger. The machines are running win2k. Any links to documentation would be appreciated.

Yup, block the ports MSN uses, simple as that.
I'm not sure which one it is, but you could probably google it or start a network log and start MSN on one and them block that port and see if MSN disconnects.

it changes...and will even user port 80 ie the port used for html, I'm thinking more of local policies

Just block messenger.msn.com. If that doesn't work, block login.passport.com. Be warned though - blocking passport.com blocks other passport-enabled apps too.
If you don't have a firewall that you can do this with, you can add an entry to the the hosts files on teh machines that repoints these DNS entries to 127.0.0.1. That has about the same effect.

how do i go about doing this? you know of a walkthrough i heard this mentioned before and it sounds like the way to go for my situation, it involves the regisrty right? so i can just make a .reg and run on each machine?

If you run windows XP copy paste this line into Start>Run
C:\WINDOWS\NOTEPAD.EXE C:\WINDOWS\SYSTEM32\DRIVERS\etc\HOSTS
Then follow the examples it gives you
