Depends... Are you going site to site? Or do you plan to have remote clients with VPN software on it connecting to a central concentrator/firewall?

Windows2k server? 2k3? (not sure it would make a differnce, I only have 2k experience) or unix, netware or the billions of other network operating systems?

Wow that's still really broad. Here goes a Cisco hardware solution:

RAS
Cisco RAS device (AS5xxx or 37xx or 38xx) with x number of T1/PRI modules
Cisco Secure ACS for authentication (tied into AD, if it's an MS shop)

VPN
Cisco 3xxx VPN Concentrator
Cisco Secure ACS or RADIUS for authentication
(for site-to-site, a Cisco PIX firewall does a good job...a 506 can easily support 25 tunnels depending on the load. It can even terminate a few client tunnels. However, for an enterprise solution, I recommend an VPN appliance. The Nortel Contivity is a really good VPN appliance also...)
