The Japanese are the kings of weird, I swear to god. Who the hell goes walking around Afghanistan as a tourist? I can't even picture how that conversation starts "Where should we go on vacation this year? Hmmm Paris? no. How about Hawaii? no. I got it! Let's go to Afghanistan!! Yeah, screw tour groups, historical sights, comforts, and safety, let's go walk around on our own, unarmed, in a war torn country where even the citizens won't walk around without a machinegun!"

I agree that their timing is definitely strange but Afghanistan is indeed a tourist attraction for those who are in search of some ancient history. There is a lot that happened there.
