Yup, chlorates are good comburants (lots of oxygen) and sucrose is a good carburant. Combine the two and poof! This thing would burn even under water.

Alternately tou can combine them in powdered form and you've got a pretty good explosive.

Nitrates are good comburants too. That's why terrorists are sometimes spotted when trying to buy huge amounts of fertilizers.
