Wow, and they actually had to do a "study" to come to this conclusion? What idiot payed the grant money for this research to be conducted?
If people wanted resource efficiencies then our cities would be designed as a series of outwardly growing rings with each person living in a one-person compartment and having shared living areas such as a kitchen, bathroom and laundry room. All water and electricity consumption would be rationed out and transportation would be all mass transit. That's if you wanted to be efficient.
