The interesting thing about that German quote... from an article I've read, it was the Germans who first started giving their small units more autonomy for improvisation, in contrast to other European nations. America recognized the benefits of this and soon adopted it.
I think this was eitehr before WWI or during WWII. I am trying to find the reference, but it is eluding me...
