Its a program that (once you add your buddies) tracks them *if they are running the program* to seeing where they are playing - giving you the ability to join them, etc
Also has chat capabilities.. I'm not a user of the program atm - but was shown it from other friends.

All Seeing Eye has this built into their Server Browser.
