I'll try running a 3dmark to see how i score. my other option is a fresh install of xp on a diffrent partition see how that goes rather then dumping my current set up. you think that might work?

Camel reinstalling XP isn't likely going to "fix" this but who knows. Have you looked into updating your VIA chipset drivers? Those drivers can be crucial to performance because they handle things such as the bridge btwn agp and cpu. If your motherboard is fairly old then you might want to go for an archived 4in1 set.

Also, could you please give us details on your low framerates? Are you playing with fps 1 enabled when you're on ecgn 1 or are you guessing the framerates? What is the range you get on the maps when it's at 64 players? ie el alamein 5fps-80fps avg=20 fps
Why not try playing a map with sound disabled to see how that goes?
I still think your cpu will be a limiting factor on ecgn 1 with 64 players no matter how you tweak the system but it shouldn't yield awful framerates. It should be playable which based on your feedback, doesn't seem to be the case.
Bladerunner, good idea with the 3dmark tests. Hopefully the results can help pinpoint the issue.

CrazyBri, I have already updated to the latest via 4in1, and I have tried on lowest settings with sound off, I might get 30-40 with no action around, but any action and drops 5-25 i tested using fps 1 and as well with fraps. before i upgraded (sound card, video card, tv )it was at least playable but now it's not i know i can't expect great FPS rates but i should run decent at least enought to play

Camel, what components did you upgrade? i know you use
to run an ati 8500 card but what else did you upgrade?

That's very interesting info.
I think it's time to take a peak into your BIOS. (just press the proper key when you're booting up your pc. Usually it's the delete key) Here are some screencaps of some areas in your BIOS that you need to look at. For items numbered 1-5 please list what you have set in your BIOS for those.
Your onboard sound needs to be disabled since you have the audigy2 installed.

It seems my sound drivers weren't the most recent, i thought i updated them. and as for my bios onboard sound has been disabled since i put the new card in.
I'm not sure i have 12or 3 in my bios, as fars as 4 and 5 I have 4=256 5=4x(highest it will go on my mobo)
anyway seemed a bit better since the sc driver update but i was haveing high ping issues last night to really tell how smooth the game was

I thought your soundcard drivers only needed the EAX 4.0 driver update from what I saw in the dxdiag.txt. That wouldn't have anything to do with your FPS drops in bf1942 since that game doesn't use EAX 4.0 standard afaik.
You have to have the cache settings for the cpu in the BIOS somewhere. They are very significant settings. Do whatever you can to locate those. 98 percent chance the settings you have are fine but if one of those is disabled(except ECC) for some odd reason, that would be bad. The ECC checking option for L2 cache can be disabled for minimal performance boost at expense of less precision. In your case I'd probably disable it to see if it has an impact on bf1942.
I recommend lowering your AGP aperture size to 128 (the max amount of RAM your videocard will "borrow" from your system RAM for caching purposes if it needs it. ).
What is your internet connection setting set to in the bf42 menu by the way? I remember I had to switch mine in the actual .con file because it would never save correctly via the menu.

well since i upgraded the soundcard drivers, i have noticed an increase i still get bad in some cases but i know that is most likely due to my cpu, anyway thanks for all the help everyone. If you guys think of anything else let me know:beer:
