All Soldiers have a statutory eight-year military service obligation (MSO), which is established at the time of entry into military service (Active or Reserve).
I guess even if your enlistment is only 4 years, you will be IRR for an additional 4.

Individual Ready Reserve (IRR) is a personnel pool principally consisting of individuals who have had training and have previously served in the active forces or in the Selected Reserve. The IRR consists of obligors who must fulfill their Military Service Obligation, and those who have fulfilled their MSO and who voluntarily remain in the IRR. IRR members are subject to involuntary active duty (AD) or training and fulfillment of mobilization requirements. Additionally, the IRR also includes some personnel who are participating in officer training programs or in the Armed Forces Health Professions Financial Assistance Programs.

Here's the deal. When you sign up for the US Military its an eight year commitment.
It doesn't matter how you break it down it equals 8 years wehter you know it or not. You can do a 2 year hitch with 2 year active reserve but you then spend 4 on the IRR. I did 6 years active and then 2 on the IRR. You do 2 years in the reserve? you have 6 on the IRR.
Its not talked about much and no one advertises it but thats how it works.
This pisses me off, scares me, and should be illegal.
Unfortunately the Military is so drastically different from what you see in the old war movies that the military planners don't want a draft. You have any idea how long it takes to get someone up to speed on the modern military? You don't just take Johnny, hand him a rifle, and point and say "Shoot!"
The old guys in the Pentagon see this as a way to get well trained troops instantly instead of new recruits that need to be brought up to speed.
Hell I would rather see a draft than this. These guys have done their duty.
Thank God what I did was focused on fighting WWIII and a worldwide, technology advanced, empire like the USSR. No place for me in Iraq.

IMPORTANT - also note, even after satisfying the eight-year MSO you remain in the IRR or "inactive" reserve until YOU request release – it is not automatic. This could be important, and can be a mixed-blessing, should you ever decide to return to active duty. Currently, if you do not have at least a two-year complete break from military service, even if only in the IRR, you do not qualify for the active duty accession bonus. But if you stay in the IRR past the eight-year "total" MSO (e.g., 3-yrs AD + 5-yrs IRR) and come back on active duty, all that time would count towards grade/rank (but not pay). If you chose to participate in the selective "active/drilling" reserve/guard you may at anytime quit (after 8-yr total MSO) participating as an "active" or "drilling" reservist/guardsmen or transfer to the inactive/non-drilling IRR reserve/guard if you do not have a RSO. The only time you would incur an RSO in the reserve/guard would be if you participated in any of the bonus programs that may be applicable.
I think if you retire you stay in the IRR until you request out.
