Mmmm... Latvia browses more than Canada... methinks something is broken in those stats.
On the other hand, most spam bots come from Latvia, Russia, Ukraine, and a few others. I had to ban these domains from registering on the forums.

Yeah eastern european countries are used a lot for that. Decent connection coupled with an easily bribeable police force and inconclusive laws in any case
