Someone HELP !!!!!!With GTA Vice City PC Mods???

I need help with GTA Vice City Modding. Where do I start??? I have the IMG Tool and was wondering if I would need Winrar????Also when I download skins and drag them into GTA Vice City Directory>Skins.....There not there in the game!!! AND when it says something about ''Not Finding a DIR File''???
