Every science fiction book I have read that deals with space elevators has the cable descending from an asteroid in geo syncronous orbit.
If the asteroid is in a stable orbit perfectly aligned with the base what prevents the cable from being lowered from above?
I don't understand the need to extend it beyond geosyncronous in the excerpt above.

I'm not to far off PudriK, according to this FAQ the ribbon
would pull at the earth based anchor at about 20 tons.
I guess thats to allow for the payload they intend to
lift at one time.
