Yeah it's really not. I know a few people who have got peppered over the years while beating for pheasant hunts generally it just stings a bit as it's at extreme range. This one was clearly pretty close range and at that distance peppered is not really the word for it. The word at that range is clearly blasted...

And in America its not serious anytime somone gets shot, over 30,000 people get shot each year, you might aswell tell everyone to shot the entire population of liecthenstien.
