I agree. When I got my licence on Long Island we used to go to empty parking lots and do doughnuts and stuff like that. May sound like stupid kids but it made us much better at handling a car in the snow and ice. I know parents that took their kids to parking lots for this very reason.

In theory if you spin the tires fast enough you'll melt the ice and get to pavement
