Actually, Capriccio, we're running into problems now because our Army isn't big enough. Of course, it comes down to what obligations we are taking on.

The problem is that you while military operations may be carried out by a small, elite force, peacekeeping operations depend largely on numbers. Even with good intel, it still takes a certain number of boots on the ground per city block.
