Always knew the UN was a failure because they have no real power.

To understand why the UN is powerless, we can look at our own nation's history--The Articles of Confederation. In a similar fashion, it had only a deliberative body, no power to tax, and served only at the will of the states.

To understand why a world government is not necessary, we can also look to our federal government, and the role it serves. While it does maintain peace and provide for interstate commerce, it's prime purpose is national defense and foreign relations. It was in these two roles that the Continental Congress realized that only by a unified voice would the states have enough power to stand up to the European nations.

We have no global need or interest for such a power, because until such time as there are other planets to trade and compete with, either human or alien, it would not be in a nation's interest to give up their power of defense or trade.

The UN's problems go deeper than a lack of power to do anything. If you break down the membership you will find that most of the countries, even the nominal democracies, do not have governments that are represenative of their people (and I am pulling these statistics out of my proverbial ass, but I think anyone's research will back me up). More than that, no "government" can work that attempts to bring together all of the countires of the world as they are currently situated. The disparities of development among them prevents any single "government" from making regulations that would have any applications across nations. Eventually, and I am talking in Star Trek days, such a system might work but today no system that depends on what a majority of natiosn or of the world population thinks on any issue will work. I for one would certainly never support a system that allowed the people of, say, Guatemala to have any input in what I pay in taxes.
