If you ever studied any type of impartial history of Communism this is so close to the plan of expanding Global Communism that it is terrifying. I am confident I could find historical examples of this predating Communism but I am most familiar with it so it's my example of choice.

Study the history of countries in Eastern Europe, Cambodia, Laos, Viet Nam and the power hungry bastards out for self aggrandizement ALWAYS kill off the educated first.

Of course Communist regimes sent those types off to "re-education" centers. For the hardcore Islamic just killing the poor bastard outright seems acceptable.
