Is this Normal?

Im not too computer savvy but when i get in game, i cant really move, i can just pan. I ran a tracert to the teamspeak ip (thats the only ecgn one i know off the top of my head) and pings are a bit abnormal. Any suggestions or is anyone else in the NE (like havoc or somone) having the same difficulties.
I think it might be snow but man is that odd.
