I think the cop wanted to use the tape for the exact reason the guy fell down. To get the guy involved with it and make him have to bend down.

I wonder if he recieved a bad wound from that. Face first into pavement can't be good at all. What was the cop saying on his radio after the guy fell?

I would guess calling for an ambulance, the dude did a header straight into the pavement... and a tow truck
