That's the theoretical.. The actual is 4500/120. == 450K/120K and I am hearing reports of the uploads beening capped at 50-55k. All cablemodems are 10Mbit.. You are not going to get 1MB/s sustained for a long period of time. 10Mbit can only stay there for a short while because of the TCP/IP stack overhead so the max anyone sees sustained will be 9.7MB/s

In the relative hinterlands where I live, I don't have access to fancy ISPs that have a kajillion-bajillion mbit/s download speeds... mere mortals like me have to deal with what we can...

Theoretical? You've got to be kidding me, lol.
Off my router router, I hit my 1MB/s download limit (~10mbit down) consistently for sustained periods. About being capped - you are sort of correct.
Optonline users who abuse their upload (by running servers, like I did) will get capped from 1Mbit up to 150kbit up.
