yeah, it goes to our legislation here regarding lotteries. Because lotteries are governed by provincial bodies and not the federal government, often people from outside the lottery-host's province are ineligible. In particular, Quebec residents are often not premitted to participate in lotteries originating in Ontario.

That is pretty common...

it also means that there has to be an element of skill to any lottery or game of chance. Lottery tickets have a "skill testing question" on the back before they can be redeemed as well.

plus most of us aren't good at math because we ain't got no fancy book learnin' like you folks down south...
