Well it seemed that the traffic was stopped in the direction he was heading. Then you see the PT fly through the assumed red light, causing the SUV to smash into him. It would make sense the the Pedestrian was Jaywalking, because the traffic going his was was stopped.
If I am correct then it was his fault anyway.

the traffic lights don't even look like they're on.
you can see the signal light from the stopped car flashing, so we should be able to see the red street light lit up overhead. Maybe the intersection was out and people were 4-way stopping, just like what you'd do if a storm knocked out the power.

First off:
shockwave; the lights you can see in the video are those facing the oncoming traffic - where the lights should be going in the PT's directions are not in the video released.
Tommy; The pedestrian managed to survive.
Also .. more information would be availalbe from the archive of the local media: Old News
Lastly, I'm surprised this video hasn't been brought up before.. as its been talked about to death on other boards weeks ago.. oh well, guess I read too many boards
