if it was jittery with both cards it's most likely the monitor.
but before you go off buying a new CRT or LCD, reposition the monitor on your desk. if it's on the left side, put it on the right side.
that may sound odd, but a few weeks ago I switched around my desk and my monitor's display in the lower right corner started to flicker. It wasn't near anything electrical, so I asked some questions and it turns out that the fluorescent lights in my room affected the monitor with some type of field.
weird stuff, but reposition your monitor and see if the jittery image was caused by interferance.

Reminds me of a secretary who had my technician puzzled for days because, while she complained of a jittery monitor, he could not reproduce the problem. Turned out he always tested it after hours, when she was gone and her fan was turned off.

Flourescent lights buzz on and off really fast. People like me who are sensative to it can tell easily when a flourescent light is going bad.
Your electric grid, Elecrtomagnetic field, and a whole host of other things can make it flicker.

If you don't have an extra working everything to test it, do like I did when my old proc burned out.
RMA EVERYTHING.
