Windows Is Owning Me

Ok my windows is completely screwed up and its owning me right now...I wanted to take a screenshot of my problem, but part of my problem is i can't save any files that aren't downloadable on my computer...

Problem number one...
Windows task manager, the toolbar that contains the tabs such as processes, tasks, cpu performance..are just gone. Its just a box, and i can see all my processes and edit them, but i can't switch to Tasks or CPU Performace..

Problem Two
I open anything in Irfanview/Photoshop/MS Paint..and click save as or save, or try the hotkeys, nothing happens at all, no box comes up and asks to save it ina location.

Problem 3
In my add or remove programs it doesnt list any programs in the window...its the opposite of my task manager, it has the outside, but nothing in it.

Problem 4
Everytime i open firefox and close it again, the process doesn't end...i just looked in my processes and had 16 instances of firefox running, but all my windows were closed.

Problem 5
I have to click on Xfire, Mirc, Internet Explorer, and Windows Media at least 5 times before the program will open.

It's not a virus and i have no spyware...and i can't figure out anything wrong..is there any hope without reformatting?

Btw..also any installers it takes at least 10 times to open them...Took me about 5 minutes to get the BF2 patch installer working.

Sounds like one or two problems.

Either the Windows Kernel has a curropt file (probably involving the I/O Subsystem (input/output (I/O) interfaces for performance enhancement, while retaining compatibility with Windows 2000 drivers. File System Filter driver application programming interface (API).) or your Hard Drive Interface (Are you using RAID by any chance?)

Other things to look at: Did you try to un-install MSIE?
Have you ran a SCAN disk from Safe-Mode?
Lastly, how dowes it work in safe mode? (normal, same as in regular mode?)

Side Note about MSIE, I didn't mean for you to try un-installing it, it's just that those symptoms can show up after and un-install of IE.

Im just gonna reformat, i have FTP server so i won't lose anything, just a pain to re-install everything. It doesn't work fine in safe mode which isn't good. I tried a few windows updates and they dont help, so i don't think its worth it..thanks for your help though Spirit. Im gonna play with my HD..its Serial ATA not RAID but i don't think it will help.

Hey, just a suggestion:
After you reformat and get the basics reinstalled, patched up to date, etc
Make a disk image using Ghost, or Drive Image, or one those types of program.
Then if you have problems in the future, you can just restore the image, which effectively wipes out everything on that drive or partition (your choice) and re-installs the perfect working copy. Takes about 15-20 minutes for me to re-Ghost my computer to a pristine setup with Windows XP, MS Office, and just a few other programs that I can't live without.
