It's the same thing around my area. It seems like it rains all year long, then when summer comes they all scream "drought" and they start odd/even outdoor water usage days. WTF !

That word makes no sense here in America, as a hose is considered something flexible, a pipe would be something inflexible.

Like chacal said it's a garden hose, you buggers just leave out the pipe bit. Incidentally pipe is just a generic term for a tube you can pass stuff through, there's nothing that says it has to be solid.
