Worst thread-killers...
These are the type of people that when they post it makes no sense, aren't funny, don't have a firm grasp of english, and generally make the reader of the post dumber while they mutter to themselves incoherently and twitch spasmodically....
I nominate Hitpoint, beast and bloodbudda for starters.

It depends if they follow the rules or not. If they clearly don't, it's the forum admins job to stop them. Hitpoint comes to mind.
If they do, then it becomes a question of personal judgment, you can decide they're idiots, or annoying, or boring, and put them on your ignore list. Beast and BloodBudda are good example, as well as many others. I use this function extensively.
Blocking them based on content, not form, would be censorship. I'm against any form of censorship, mainly because censorship always begins with seemingly reasonable and justifiable reasons, and then always becomes perverted by individuals pursuing their own agenda. The various recent attempts at controlling the Internet are a perfect example.
I'm beginning to sound like BloodBudda, so I'll stop right here... don't want to appear on your list.

No censorship. Freedom of speach and access to all forms of communication are rights our forefathers fought and have died for, and our soldiers today fight for many of the same rights. National security of the US and any other country that deems extra steps are necessary are fine with me, not censorship. Big brother may watch, but not play.

No big brother may NOT watch.
National security, war on terrorism, war on drugs, fight against mafia, fight against kiddie porn, fight against commies, it's all the same: good sounding reasons for erosion of privacy by giving the FBI more Big Brother rights. There are NO acceptable exceptions.
