In all seriousness why should they be brought up on charges? They made no threats and it wasn't hazardous. Is it a crime to leave a box unattended?

Lets face it 99.9 percent of people would have just run up and kicked it and not given half a thought as to there being a bomb inside. Some people are just insanely paranoid.
