Video editing software

Does anyone know of any good video editing software. Basically i want to cut out a little bit of a video, WMA format and make it into an Avatar or Signiture. JUst 1 more thing, it really would be better if it was free.
OR
If one of u guys already has software that can do this, which i know some of u do, maybe i could email u the video and tell u what bit i want.
Any help would be much appriciated.

I think Nero will take screenshots from videos. It is bundled with DVD burners sometimes. I think there is a free version available but I don't know if that functionality is part of that version.
