If the 3.3v line on that pSU is only putting out 2.6v then the card would fail to function properly..

Not necesarily.. Dont get me wrong, it could just be a bad card, but an X800gto uses more juice than a 9800 pro

It was on like 6 hours yesterday.. my ultra 500 watt powersupply started to smell like hot glue... ALMOST burning hot glue, but none the less, hot glue.

computer to try the new card in. If it fails that test then

Well, after rebate the psu is only $24.
Also, I have a friend that needs a new power supply and will buy it from me if it does not fix my problem

I think 450 is enough for him, it does sound like a power issue though..maybe your power supply is actually going bad?

The other #1 culprit of weird things happening is heat. Is the pc maybe shutting itself down to avoid overheating?
And as we all know from reading power supply reviews on hardware sites, the big number on the box is (400W) is no guarantee of anything.

Uggh.. Worst upgrade EVER!
So I go to put my new PSU in tonight. I remove my pu fan thinking I still have some spare thermal paste.
I get the new psu in and go for the paste. Its nowhere to be found, so now my main system is down, waiting on thermal paste.

I'm confused about what you need thermal paste for when replacing a PSU. It's got 4 screws and is attached to your case... what else are you doing? At the risk of sounding crazy.. We are all talking about the Power Supply Unit, right? The unit that you plug the POWER CORD into? NOT the CPU which would require thermal paste (maybe) if you pulled the fan off of that...
I"m completely puzzled now..
