It's entirely possible that in their dealings with A Q Kahn, Iran did not get a 100% complete and tested bomb design, and now are dealing with NK to get one. In which case NK would need to test their design. KJI isn't about to start a fight with us cause he knows how dead he would end up, but he's greedy and would do something like this for the right price. A nuke test in NK would have nothing to do with 'deterrance', it would not change the picture strategically at all since we already operate under the assumption that they have a working bomb (or several of them). Iran want's nothing more than to have a working bomb, without anyone knowing they have a working bomb. They clearly have a hidden enrichment program going on, the only purpose for which could be to make highly enriched material for a bomb. If they don't have a pre-tested bomb design, they need one.
