I have used Microsoft Word (as simple/dumb as that sounds) for ads before. You really have a variety of options within that program, you can make images be translucent/opaque, and place them behind text. Would this be an 8.5" x 11" ad? Or were you thinking tabloid (11" x 17") or bigger?

Also, though it takes time to get the hang of, Adobe Photoshop offers a 30 day trial and I believe it fully functions within that timeframe.

Not sure if you are familiar with graphics in word, but if you paste an image into the document, double click that image and you can get a lot of options. I generally choose "tight" for the placement, and then do a black border around it. That way, text won't push the images around and you have more options for placement.
