Presuming for a moment it's a kingdom, by way of example and not limitation, the answer to your questions is inherent to that very concept of governance. Kingdom. That should answer your questions by and large. Moreover, Doc, you clearly have not had your soul crushed by the tedium of articling and years of work in a system in which corruption and nepotism far outway the minor benefits that can be achieved by the most sincerely altruistic.
