It's pretty simple actually...
CVAR's are just your game settings. They are stored in the config file (wolfconfig_mp.cfg) . You can also change them while in game through the console.
When you change settings through the console, some settings will take effect immediately when you change them, others require the game to be restarted. A setting that has been changed but hasn't taken effect yet is called 'latched'...i.e. it is 'remembered' to take effect after a restart.
Most of the CVAR's (settings) related to memory (like com_hunkmegs) and video settings (like com_maxfps and r_picmip) are 'latched' CVAR's. Others like mouse sensitivity, binds, etc. take effect right away without a restart.
In older versions of Wolf, most of the CVAR's related to video were not latched and led to scripts that gave players an unfair advantage (Like sniper recoil scripts, etc)

Latched doesn't mean anything server-side, moron. It's client-side. cvars and latched do NOT go together. They are two different things.
