No, the video card certainly isn't your problem. The Ti4600 is a great card. What are your framerates, what settings are you running the game, and what is your processor and how much RAM do you have?
I'm running a Ti4200 with 1 GB of PC2700 RAM on an AMD XP2500.
I get 110 to 150 fps with all settings on high at 800x600. I also get good (though not as good) at higher resolutions but I get this odd jumping that really bothers me.

If its limiting to 60 fps that's because you have V-Sync turned on and you have your video refresh rate is set to 60 kHz.
You definately want to turn V-Syn off for Battlefield.

I have a soyo dragon k7vkt333 board, MSI TI4400 card, AthlonXP 2000, 1 gig of PC2700 mem, cable broadband.... and my FPS still drops down into the teens anytime I get anywhere near someone I might have to kill... a lot of the time, it stops/freezes... my ping rate is right around 100- 200 at the most (usually)
So what is the problem? Any answers would be appreciated... BF1942 is the only game this seems to happen to...
