I have some contacts with the local comcast office and he says that they have actually gone to AT&T and tried to diagnose the problem. He thinks they are actually kind of pussy footing around because the impending merger. I dont know. Technically were not clients of AT&T so when you call any kind of customer service and explain the problem they only try to pass you back to Comcast, who says (honestly) that it's AT&T's backbone.
