tracert does not work. My ISP has a deal with the university so that I connect to the internet through a virtual private network - VPN. tracert does not work for me, it just gets no results. I also noticed that tracert does not work from university computers.
Does tracert only work on certain types of networks? Ping works fine from home or the university.

Yep. Many enterprises and some ISPs are blocking ICMP due to the fact that some of the recent worms use ICMP to 'probe for victims'. If it gets a response, it attempts to infect.
Not much you can do about it....

most colleges block tracert and other icmp tools so that thier networks may not be maped etc

Can you call your ISP and get the their Gateway so maybe one of the admins can ping you from thier server to the gateway. That might help narrow down the packet loss issue. If it shows no losses there then could get your ISP to check their side to your IP. Just a thought.
