#1. What was it about the test that made it biased? and ..
#2. It looks as though CA was actually trying to do good by not having black kids take the test since most of them were failing it.
But you're right, WTF! They should have come up with a better solution than that.
Better teachers placed in the black community maybe?

I don't know about the sounding like a good thing.

That smacks of racism any way I look at it. And you hit on the best solution of all. How about better schools and teachers for those kids? What a concept! Naw we'll just slide down this little racist alley in the name of affirmative action because we don't want to offend anyone.

I for one steadfastly refuse to believe that a black child with the same educational environment as a white kid wouldn't do just as well.

And I am going to do some research on this.

Not condoning the policy...but, I think CodeRed68 is correct in the original principal of the policy. The fact that many blacks (probably, should read underpriviliged) were failing the tests and being put into special education classes was likely a big issue at the time of the policy. The lawsuit was what initiated the policy.

There are alot of issues out here, but racism is not one that I run into often. Having lived and visited several states including Tennessee, Kentucky, Hawaii, South Carolina, Texas, and California for extended periods, I can say without a doubt that there is much less racism here than any of the other places I lived or visited.

After living in South Carolina for a few years, I can tell you racism is still alive and well. It may depend upon the part of the state (North vs. South). I lived in the southern part of the state near Charleston and racism is still very much alive.

I too have spent a number of years in Kentucky, Tennesse, North and South Carolina. Most of those years in large urban centers. (If there are such things in those states) Only in South Carolina (primarily in a small town) was racism thriving. It's almost beyond belief the way some people think!

Oh I think I am pretty much agreed with you there on the causes Schwoff and Codered. Whats kills me is the people who initiated the lawsuit.

Not entirely sure what their intention was but as I see it the net effect is to do black school children a disservice. What of the kids that actually did have special needs and now a tool to help them is denied them. If it was widespread then obviously there is a fault in the system. This is the equivalent of saying if we ignore the symptom then there is no disease. Lets not change the system so they recieve a higher quality education, Lets just pretend they are getting one and we won't check on it.
