More than likely, the pro-Saddam people forged a make-shift alliance with al Qaeda because of "the enemy of my enemy is my friend" kind of thing. They don't need much time to set up to make trouble. They just need live bodies. The weapons are all there in place, because the pro-Saddam people know where they are/already have them. Then, they just make lots of trouble.

The report said that bin Laden explored possible cooperation with Saddam at the urging of allies in Sudan eager to protect their own ties to Iraq, even though the al-Qaida leader had previously provided support for “anti-Saddam Islamists in Iraqi Kurdistan.”
Bin Laden ceased that support in the early 1990s, opening the way for a meeting between the al-Qaida leader and a senior Iraqi intelligence officer in 1994 in Sudan, the report said. At the meeting, bin Laden is said to have requested space to establish training camps in Iraq as well as Iraqi assistance in procuring weapons, but Iraq apparently never responded, the staff report said.
It said that reports of subsequent contacts between Iraq and al-Qaida after bin Laden had returned to Afghanistan “do not appear to have resulted in a collaborative relationship,” and added that two unidentified senior bin Laden associates "have adamantly denied that any ties existed between al-Qaida and Iraq."

Well, I think there may be more different types of terrorists now in Iraq now whereas before you had the Husseins as the top terrorists. Go ask the majority of people in Iraq whether they think they lived in terror or not. I cannot imagine ANYONE considering Iraq to have been a better place BEFORE the war.

Good point Charlie. Also, Face is right, even if collaboration w/Al-Quida was last minute, the Saddam loyalist's have access to the materials needed to arm them well, and quickly. There is some good news out of Iraq today, with the new police force making 500 arrests of everyone from low level crooks to some big time kingpins.
