According to what's being said in the video, it seems like somewhere near LA. They say something about LA... something like "Dave, I need you to tell any LA" something-or-other and then "I need CHP [California Highway Patrol] asap!" On the overhead sign it looks like the roads listed are: Victory Blvd, Burbank Blvd, and Ventura Freeway. Those sound like Southern CA roads to me.
So, there you have it. Avoid driving in, around, or near Los Angeles at any time, if you value your life.

ROFL that is so funny...the cars just keep coming...reminds me of the film blues brothers 2000 where they have the police officer car pile up.
