This is true if you have background things runing that use QoS. It could be deadly for virses and things to take advantage of.
If you have a 100Mbps ethernet card but your modem will only go as fast as 10mb winxp sees that as using only 10% of the bandwidth, bt if a virus heckled with WinXP saying it HAS to have at leat 20% of yoru connection WinXP will give it first dibs.
But QoS helps dialup users who run a billion apps at a time. Like Instant Messenger and downloads.

man Buli, your wife is pregnant, this garbage you are posting lately is terrible, man is it that important to post non stop links about crap everyday that is on any search page????.......the best part is you have no idea what will be in store, say goodbye to gaming, say goodbye to posting, say good bye to having a life that was yours, your every waking second, will be providing for your family, and feeding that baby, no more lame linking for you, say good bye when u have a second to breathe, or a second to take a piss, every single second of your life is for everyone but you, Goodbye

Man I look forward to 5 mins alone with peace and quiet when I gotta go #2, its the highlight of my day.
But Buli, if you just have 1 instead of a 2 for 1 special like I had...shhooooooooooooooooottttttttt, no problem. I could raise I kid standing on my head after putting up with these 2 hurricanes on a daily basis.
Weasel!!

At least Buli had real text in that post. Most of his posts are simply hyplerlinks to other pages.
I think he thinks he's saving the rain forest by doing that.

Gsox99 is correct. After the initial couple of months where every little grunt or burp sends you scrambling for the Dr. Spock book cause you're not sure if they are crapping or choking. You will most likely find that your first child will not slow you down at all. Really you'll forget about all of us losers while you bask in your new role as father. You can take that little chap with you anywhere that you want to go with a modest amount of preparation.
That said, the second one that we had did change things for my wife and me. It's not as easy to pick up and go like we used to, but the trade off is more than worth it. You'll see!
One word of unsolicited advice, do it all man! I mean go to all the wierd little breathing classes, shop for crib bumpers, help pickout the perfect diaperbag, do it all. Do all this for yourself as much as for your wife. She MAY turn into a emotional mine field the likes of which you've never imagined.
I forgot this... Pray to God to be able to be there when they are born. I was there for both my kids and I was the first Human being that my oldest son ever saw while he was still entering the world. I hope I never forget what that felt like. It was the apex of my life that I do not expect to ever top. Still gives me chills thinking about it...
Being a Dad is very cool indeed.

Why not just post the link, writing about it would take up to much time
