I would suggest to wear your seatbelt should you be in a high speed chase, but the vehicles condition didn't look much better.

As I understand it.. Wearing your seatbelt will save you from being ejected in an accident. The cage that is the car will help protect you and your survival rate is significantly better inside a rolling car than having been ejected from said vehicle. Makes sense to me and I'm no expert.
