Yeah, that's what I heard. One of my friends is a paramedic and they told me about this. They said some people were talking about drug tests at work and Britney came up. That's a very good reason for her to shave her head.

Hair grow at a fixed rate. If you take drugs, traces of it will get in your hair as it grows. Even if you quit, your hair will contain evidence of past drug intake.
