while the car was still on the road that Tractor Trailer was half off the road when it hit the car. Wonder if the cop still gave the person in the car a ticket?

I'd go with the driver of the car. It's not hard to pull over fully. If it was fully pulled over then the truck straying close to the line would not have been an issue...

Clearly the answer is B. It has redneck in the answer and if you operate a vehicle you are responsible for what you hit.

B - Truck Driver. While the driver who was hit was not fully off the road, the video makes it look like his left tires were at least on the lane line. The truck hit him pretty square in the rear, which means the truck was more on the shoulder than the idiot driver was in the lane of traffic.

Truck was dead wrong. The car is COMPLETLY in the EMERGENCY pull off lane. WTF was the truck doing there? I hope they got arrested for vehicular manslaughter.
