I got a reply from Steam support;

"Hello,

Unfortunately, we experienced a few server issues over the weekend that have since been resolved. These issues would have caused symptoms such as games not installing, games not launching correctly and stalled downloads/updates. If you are still having trouble, please log out and exit Steam and then follow these directions:

To correct this issue, please exit from Steam and delete a file in your Steam directory called:
ClientRegistry.blob

This file would be in the location:
C:\Valve\Steam\ClientRegistry.blob or C:\Program Files\Steam\ClientRegistry.blob
(or the directory you installed Steam to).

The next time you start Steam it will re-create this file, do a brief update, and then you should be able to connect and play.

We apologize for the inconvenience. If you are still having trouble, please let us know."

well i am stuck at 99% now..... pausing and resuming is getting old
never downloading anything from steam again....

This POS, I have been stuck at 99% for too long.
I removed Steam from my CPU and reloaded it and Team Fortress was back up to 94% this morning, I think its that last 5-6% that kills it????
Can I torrent it and place it in the folder, I have already paid for the damn thing.

Answers I found through steam, gotta submit a question before you can locate anything that is anywhere near helpful...

"If you are trying to download or preload game content and it gets stuck, there are a couple of things you can try.

If this is for a preload of a game or for a regular game install, go to the properties for the game, found here:

Steam > "Play Games" > <right-click on your game> select properties.

Game Preloads
For Game preloads, you will typically have the option to "pause" or "continue" the preload. If you don't see any activity in the Steam download Monitor (always check there to see if you have any activity) then what you can do is "pause" the download, wait a minute and then "continue" the download.

HL2 Preload Gets Stuck
If you are having problems with the HL2 preload getting stuck and nothing seems to make it start again, then you will need to exit Steam and delete the GCF files and start the download again. All you need to do is to select "Cancel Pre-load" which will automatically delete the old cache files, then you can start the preload again.

If you see this happen, then you will have to cancel and restart the preload:

- A pop-up dialog box comes up quickly and closes just as quickly without doing anything.
- pop-up title: "Validating Steam Files - 0% complete"
- pop-up text: "Please wait while steam verifies program files."
- Text above "blank" activity bar: "Validating file (0 of 1)"

Regular Game Downloads
If this is for a regular game download and you are unable to get the game to update, then try changing the automatic update to "do not automatically update this game" , wait a minute, then switching it back to "always keep this game updated".

Of course, if the game was set to "do not automatically update this game" then change it to "always keep this game updated" and let the rest of the game download.

Note: Games like Condition Zero requires content from Counter-Strike so you need to make sure both games have all the content acquired if you are having problems with CZ. CZ Deleted Scenes requires content from both Condition Zero and Counter-Strike, so all three need to be 100% acquired for everything to work.

Next Step to Try
If this procedure fails to get things moving, the next step is to exit from Steam and delete the clientregistry.blob file typically located:

C:\Program Files\Steam\ClientRegistry.blob

The next time you run Steam it will do a short platform update and then it should finish the game updates.

Again, be sure to go check all the game properties and make sure they are set to "always keep this game up to date".

Steam Rate
It's also very important that you make sure your Steam "Rate" setting is correct for your internet connection, go to:

Steam > Settings > Internet > Internet Connection Speed

If you have an incorrect low connection speed set then it may take a very long time for you to acquire the game content."

Hazard, Steam does not have phone support. I already called, they said they do not support steam over the phone, you must use the "handy dandy forums". Hope you can sense the sarcasm.

Since I have previously had HL2, the option was there to download it, So I decided to give it a try maybe it brings files along with it that will finish TF2 off. There are 3 different ones for HL2(Lost Coast, Deathmatch, Vanilla), Deathmatch is the only one to go to 100% and it still trying to update from 0% while the others are at 99%. TF2 went back up to 99%(Was there all night). When I hit launch game it tells me that it will launch in 90 seconds, atleast until the nice window pops up and says game currently not available try again later.

well I suppose that the downloading hit 100% last night, but its sittign at "Updating" 0%.

Can I just manually update it with a patch or something? Game still wont launch.

Your problems have been just too weird. Are you sure that you have all the necessary ports open on your Firewalls? Do you have a software firewall or windows firewall on, that may be blocking?
