Mental midget or handy-weaver. 'Handy' comes from handycapped. 'Weaver' is the local school for those with special needs. No one outside of my area knows it. When anyone from my area says 'weaver,' everyone else has no clue what we are talking about.

I do like the saying my grandfather uses:
